Worldcall, Inc. is a telecommunications holding company with regulated and non-regulated corporate entities:

Worldcall Internet

Worldcall Internet, Inc. is an enhanced/information service provider (ESP), which essentially means that it does not provide “telecommunications”services as defined by the federal government. As such, it does not enter into interconnection agreements (ICA) with incumbent local exchange companies (ILECs) such as SBC. Rather, it interconnects with the PSTN through partners such as FeatureGroup IP.

FeatureGroup IP

FeatureGroup IP is the d/b/a for Worldcall’s various regulated, certified CLEC entities. It has negotiated interconnection agreements covering the majority of the continental United States. The business model is principally wholesale in nature, and involves intermediation between the Internet and the Public Switched Telephone Network (“PSTN”). FeatureGroup IP provides PSTN connectivity to non-carrier Enhanced Service Providers (“ESPs”) that in turn provide Internet Protocol (“IP”) enabled enhanced/information services to their customers. FeatureGroup IP’s service to these ESPs is a federally tariffed telecommunications service (reference IGI-POP).
